	U.S. Supreme Court Upholds Picketing Rights in California</h1>

<p>
	In a monumental victory for working families, the U.S. Supreme Court this week upheld picketing rights in California when it denied a request by Ralphs Grocery Company to hear its challenge of two California laws that protect unions&rsquo; rights to picket near the entryways of retail stores and other businesses. California&rsquo;s Supreme Court had upheld the laws in an earlier ruling issued last December.<br />
	<br />
	&ldquo;While we are glad to achieve this decisive legal victory, it is troubling to witness a long-time union employer taking a hostile stance toward workers&#39; rights to express themselves freely,&rdquo; said UFCW 8 President Jacques Loveall. &ldquo;Educating shoppers and workers about their basic rights to a decent wage, good health care, dignity in retirement and respect on the job should not result in lawsuits and appeals to the U.S. Supreme Court.&rdquo;<br />

	Gov. Brown Unveils Plan to Fix Enterprise Zones &amp; Create Jobs</h1>
<h1>

<p>
	This week, Gov. Brown announced his new good jobs plan that will flip the broken enterprise zone program into real incentives for creating quality, middle-class jobs. The Governor&rsquo;s plan would end egregious giveaways to strip clubs and large corporations that fail to create new jobs, and would instead direct those funds to manufacturing and hiring tax credits for businesses that are actually growing high-road jobs in the parts of the state that need them the most.<br />
	<br />
	&ldquo;California&rsquo;s 30-year-old Enterprise Zone program is not enterprising, it&rsquo;s wasteful,&rdquo; Gov. Brown said. &ldquo;It&rsquo;s inefficient and not giving taxpayers the biggest bang for their buck. There&rsquo;s a better way and it will help encourage manufacturing in California.&rdquo;<br />

	Fresno Working Families Defeat Waste Collection Privatization Scheme</h1>

	Measure G -- which sought to make radical changes to Fresno&rsquo;s cost-effective, award-winning and nationally-recognized trash collection service -- has officially been defeated, according to the results of a week-long vote count. This victory is due in large part to the working families who united with business, law enforcement and community groups to launch an aggressive campaign to protect jobs and taxpayers.<br />
	<br />
	&ldquo;In the final analysis, voters decided they wanted to keep their high-quality public service. So the real credit for the win goes to those hard working city staff who provide dedicated, cost-effective services every day,&rdquo; said Marina Magdaleno, business representative for Stationary Engineers Local 39, which represents the garbage workers.<br />

	Tuesday: Solidarity Picket with SF Giants Concessions Workers</h1>

	On May 5th, 750 concessions workers who serve San Francisco Giants fans at AT&amp;T Park launched a one-day strike to call for decent wages, benefits and job security. The workers have been without a contract for three years, and it&rsquo;s been more than 1500 days since they&rsquo;ve seen a raise.<br />

	Even though the workers are back on the job, their struggle for justice continues. Show your support for the concessions workers by joining them on the picket line on Tuesday, June 18th. Meet at 5pm at ILWU 34 (directly across the alley from AT&amp;T Park&rsquo;s 2nd Street gate); the picket will take place from 6-730pm at the park entrances.<br />

	Six Flags Ride Mechanics Win First Contract, End Boycott</h1>
<p>
	The mechanics at Six Flags Discovery Kingdom who are responsible for keeping the rides safe celebrated a huge victory this week when they finally secured their first collective bargaining agreement after being locked out of work for over a month.&nbsp;</p>
<p>
	The mechanics, who are now proud members of International Association of Machinists and Aerospace Workers (IAM) District Lodge 190, Local 1596, want to thank all of the union members and supporters who boycotted the theme park and joined the picket line during lockout. They are pleased to welcome their supporters back to Six Flags with the assurance that the rides are safe and secure thanks to the trained and qualified mechanics.</p>

	Report: &lsquo;Walmart Loophole&rsquo; Allows Big Employers to Undermine Affordable Care Act</h1>
<p>
	Over the next six years, the Affordable Care Act is expected to expand health coverage to about 8%9 to 92% of population under age 65. California&rsquo;s ability to provide quality coverage and control costs rests on the foundation of shared responsibility among individuals, employers and the government. But according to a new report released this week by the California Works Foundation, some of the state&rsquo;s largest and most profitable employers are skirting their responsibility by forcing workers onto Medi-Cal.&nbsp;</p>
<p>
	According to the report, &ldquo;When employers fail to share the responsibility for health care, they shift the burden to the individuals who are least able to pay for their own care or insurance, and taxpayers, who pay the costs of insurance through Medicaid and safety net health services at the county level.&rdquo; These findings underscore the urgent need to close the &lsquo;Walmart Loophole&rsquo; by passing AB 880.</p>

	Sign the Petition: Tell Hyatt to Put a Worker on the Board of Directors</h1>
<p>
	<img align="right" border="2" height="196" hspace="2" src="http://act.aflcio.org/c/130/images/hyatt_someonelikemeSMALL.jpg" vspace="2" width="196" />Hyatt has a long history of abuse against its workers. Many housekeepers clean up to 30 rooms a shift, leading to debilitating injuries. Some 100 housekeepers in Boston were fired in one day and replaced with minimum wage temps. Workers picketing in Chicago had heat lamps turned on them during a brutal summer heat wave.&nbsp;</p>
<p>
	Now, the workers are turning up the heat on Hyatt. On Monday, June 10th, at Hyatt&rsquo;s annual shareholders&rsquo; meeting, workers will be calling on board members to fill a recently vacant seat on the board of directors with a hotel worker. Support their effort by signing their petition, which they will deliver to the shareholders at Monday&rsquo;s meeting.</p>

	Striking Walmart Workers Descend on Corporate Shareholders Meeting</h1>
<p>
	Walmart workers, with assistance from the OUR Walmart campaign, launched the first prolonged strike in the company&#39;s history last week, capping it with a rally on Friday outside the company&#39;s shareholder meeting in Bentonville, Ark. In response, Walmart filed a restraining order against OUR Walmart, labor unions and other allies of the striking workers, prohibiting outside groups from joining in the protests in Bentonville.</p>
<p>
	The protests come on the heels of a report from House Democrats that shows that Walmart&#39;s low wages effectively require the government to subsidize the company&#39;s employees through social insurance programs to help those workers be able to afford subsistence living.</p>

	Civil Disobedience Leads to Contract Victory for Bay Area Security Officers</h1>
<p>
	Just one day after nine security officer supporters were arrested in an act of civil disobedience, 5,000 security officers united in SEIU-USWW won a tentative agreement Thursday night that will raise security industry standards and improve jobs that officers&#39; families and communities rely on. The agreement is the culmination of a six-month campaign by security officers that drew the backing of local clergy, elected officials, members of labor unions, and community leaders. The tentative agreement includes hard-fought gains in wages, healthcare, paid sick days, and on-the-job protections.</p>

	"We won thanks to the support of people all over the Bay Area who care about the kind of place we&#39;re going to live in" says Security Officer Keven Adams. "This is a big deal for the people we serve every day and for us, our families, and our communities."&nbsp;</p>

Striking Walmart workers and their supporters from southern California and all across the country just embarked on the &ldquo;Ride for Respect&rdquo; caravan to Bentonville, Arkansas when the Walmart shareholders will be holding their annual executive meeting on June 7th, and they&rsquo;re stopping off to protest at Walmart stores along the way (keep up with the &ldquo;Ride for Respect&rdquo; on&nbsp;<a href="http://act.aflcio.org/salsa/track.jsp?v=2&amp;c=gaC4OE7tV%2B%2BDo1JpX8z%2FmmWQfXRPKHaA">Facebook</a>,&nbsp;and join the conversation on&nbsp;Twitter&nbsp;with the hashtag #walmartstrikers).&nbsp;</p>

	San Francisco Giants Concessions Workers Launch Game-Day Strike</h1>
<h1>
	&nbsp;</h1>
<p>
	On Saturday, concessions workers at AT&amp;T Park went on strike to protest their employer, Centerplate, and the fact that they haven&rsquo;t received a raise in more than 1,500 days, while game tickets, food and drink prices and corporate profits have all continued to increase. The workers and supporters marched and picketed outside the Giants vs Rockies game, urging fans to bring their own snacks and avoid purchasing food or beverages from the Centerplate concessions stands. The strike actions and concessions boycott will continue throughout the summer until the workers secure a fair contract.</p>

	Report: Strip Club Owners Cash in On Enterprise Zone Tax Breaks</h1>

	A new investigative report from KCRA this week revealed that some Sacramento-area strip club owners are lining their pockets with so-called &ldquo;job creation&rdquo; tax credits through the state&rsquo;s broken Enterprise Zone program, without creating any new jobs. "This is free money,&rdquo; strip club owner Mark Boyles told KCRA. &ldquo;I&rsquo;m loving this deal, but I don&rsquo;t see where it necessarily makes sense for the taxpayers."&nbsp;</p>
<p>
	Strip clubs aren&rsquo;t the only profitable businesses exploiting EZ tax credits. Walmart, FedEx and Starbucks have also collected massive tax breaks of up to $37,000 for each worker they fire and replace. The flawed program has cost our state more than $700 million while failing at its core purpose of stimulating job growth in hard-hit areas, which is why California Labor strongly supports reform of the Enterprise Zone program.</p>

	<strong>SACRAMENTO, CA &mdash;</strong>&nbsp;&nbsp;A stunning <a href="http://www.kcra.com/news/california-gives-tax-vouchers-to-strip-clubs/-/11797728/20335920/-/qf6yguz/-/index.html">investigative report by KCRA News</a> revealed that a local strip club pocketed tens of thousands in tax credits, raising new questions over how the broken Enterprise Zone program is spending our tax dollars.</p>
<p>
	&ldquo;We&rsquo;ve known for years that the enterprise zone program is bilking taxpayers without creating jobs,&rdquo; said California Labor Federation Executive Secretary-Treasurer Art Pulaski. &ldquo;It&rsquo;s appalling to find out now that taxpayer money that&rsquo;s supposed to be going to boosting jobs and our economy is actually going into the pockets of strip club owners. This broken program is in desperate need of serious reform. We hope this new report is enough to finally get legislators to act.&rdquo;</p>
<p>
	The revelations about spending on strip clubs adds to mounting concern over the broken Enterprise Zone program which has handed out billions of dollars in tax credits without proof of new job creation even as schools, health care for children and seniors, and public safety services have been hit with billions of dollars in funding cuts in recent years.</p>
<p>
	A <a href="http://fryingpannews.org/2013/05/28/how-enterprise-zones-are-killing-the-california-dream/">report</a> by Pulitzer Prize-winning journalist Gary Cohn&nbsp;that appeared in yesterday&rsquo;s Frying Pan News blog highlights one of the program&rsquo;s biggest flaws: providing incentives for companies to move from one area of the state to another, creating no net new jobs and devastating families along the way.</p>
<p>
	Despite being touted as a job-creation program, the most reliable, independent research finds that the EZ program fails to create jobs or new business.&nbsp; A far cry from boosting fledging businesses, corporations with assets of $1 billion or more claimed 61 percent of EZ tax credits. And while the KCRA report uncovered the taxpayer dollars going to a Sacramento-area strip club, the EZ program is so shrouded in secrecy that taxpayers have no idea how many other strip clubs are receiving similar tax giveaways.</p>
<p>
	&ldquo;It&rsquo;s even more disturbing that we have no idea how widespread this problem is,&rdquo; said Pulaski. &ldquo;Because this program is cloaked in secrecy, we aren&rsquo;t able to know how many of our taxpayer dollars are going to strip clubs all across the state. That lack of transparency is indefensible.&rdquo;</p>
<p>
	Because this wasteful tax giveaway program does not require new jobs to be created and companies that receive tax credits are shielded from public view, billions in EZ dollars have been spent without accountability to the public.</p>
<p>
	Taxpayer advocates said the KCRA report points to the need for serious reform to the program. Both Governor Brown&rsquo;s budget proposal and legislation in the Senate -- SB 434 (Hill) -- offer significant reforms that would stop the worst abuses of the program, incentivize good, middle class jobs and make the program more transparent and accountable. &nbsp;</p>
<p>
	&ldquo;Today&rsquo;s report makes clear that the EZ program has strayed from its intention to be an economic driver for the state and now operates recklessly with no accountability or oversight,&rdquo; said United Food and Commercial Workers Executive Director Jim Araby. &ldquo;It&rsquo;s time legislators stood up for taxpayers by &nbsp;getting serious about real reform that prioritizes good jobs over wasteful strip club subsidies.&rdquo;</p>

	UC Hospital Patient Care Workers and Supporters Strike for Justice</h1>

The actions came after nearly a year of stalled negotiations with UC administrators over a range of issues, including patient safety, staffing levels at UC hospitals, and the increasing diversion of patient care resources into skyrocketing compensation packages for UC health executives.</p>

	Gov. Brown&rsquo;s Budget Revise Proposes Important Fixes to Enterprise Zone Program</h1>

	This week, Gov. Jerry Brown released his May Revise of the state budget, which proposes major reforms to the state&rsquo;s broken Enterprise Zone program. &ldquo;Created over 25 years ago, the Enterprise Zone program should be reshaped to meet the needs of the current economy. In its current form, it fails to encourage the creation of new jobs and instead rewards moving jobs from one place to another within the state,&rdquo; the Governor wrote in his May Revise.</p>

	&ldquo;Stop The Walmart Loophole&rdquo; Tour Hits Central Valley</h1>

	<img align="right" border="2" src="http://act.aflcio.org/c/130/images/stocktonwalmartloopholecompressed(2).jpg" style="padding:5px;margin-left: 5px;" />This week, workers and seniors in the Central Valley brought the fight to close the &ldquo;Walmart Loophole&rdquo; right to Walmart&rsquo;s doorstep, holding actions at Walmart supercenters in Stockton and Fresno to spread the word about Walmart&rsquo;s outrageous practice of forcing its workers onto Medi-Cal and making taxpayers foot the bill. Activists spoke directly with shoppers about closing the &ldquo;Walmart Loophole&rdquo; by passing AB 880, which would ensure huge corporations like Walmart pay their fair share for their workers health care. The protestors also delivered a giant invoice in the amount if $32 million to the Walmart managers to signify the annual cost of the &ldquo;Walmart Loophole&rdquo; on California taxpayers.&nbsp;</p>

	Over the past three years, the San Francisco Giants have won two World Series Championships and achieved astonishing financial success. Meanwhile, the hardworking concession workers that serve the Giants fans at AT&amp;T Park haven&rsquo;t seen a wage increase in more than 1,500 days. 	&ldquo;Short and Strong&rdquo; Video Contest Encourages DREAMers to Share Their Stories</h1>

	The Los Angeles County Federation of Labor and UNITE HERE this week launched a new student short film contest called &ldquo;Cortos y Fuertes / Short and Strong.&rdquo; Aimed at current students 13 or older, the contest seeks to capture on video young people&rsquo;s &ldquo;stories about immigration, how it has affected communities and lives,&rdquo; to highlight &ldquo;immigrant families, pride, hard work and dreams.&rdquo;&nbsp;</p>

	Video submissions, which can be up to three minutes long and recorded via a smartphone, will be judged by a panel that includes civil rights activists, organized labor leaders, local politicians and Hollywood stars such as Rosario Dawson, Danny Trejo, Demi&aacute;n Bichir, Los Angeles Mayor Antonio Villaraigosa, former U.S. Secretary of Labor Hilda Solis, Los Angeles County Federation of Labor head Maria Elena Durazo and United Farm Workers co-founder Dolores Huerta. 	Saturday: Rally for Food Worker Justice in San Leandro</h1>
<p>
	Four out of the five largest fast food corporations in the country have signed on to Coalition of Immokalee Workers&rsquo; Fair Food Agreement, which protects food workers and their human rights. &nbsp;Wendy&#39;s is the only major chain that is not yet participating in the CIW&rsquo;s Fair Food Program. And although Subway has signed the agreement, the fast food workers at the Oakland Airport Subway have been fighting for fair jobs for almost a year.</p>

	On Saturday, the Coalition of Immokalee Workers and UNITE HERE Local 2850 to call on Subway and Wendy&#39;s to respect food worker rights, and do their part to create safe and healthy working conditions in the stores as well as the fields. 	Union Workers Take Action to Stop Koch Brothers&rsquo; Takeover of LA Times</h1>
<p>
	After spending hundreds of millions of dollars last year to influence our nation&rsquo;s politics, extreme right-wing billionaires Charles and David Koch are now looking to take control of nine newspapers owned by the Tribune Company, including the Los Angeles Times. The Kochs, notorious for funneling millions into Prop 32, union-busting in Wisconsin and dirty energy policies, would inevitably turn these esteemed newspapers into an anti-worker and anti-union propaganda machine.&nbsp;</p>
<p>
	Union workers are fighting back against the Kochs and their effort to take over the LA Times. On Tuesday, workers and supporters will hit the streets for a &ldquo;No Koch Hate&rdquo; rally outside Oaktree Capital Management (which significant ownership in the LA Times parent company and figures prominently in the decision to sell the newspaper). The rally will take place at noon at 333 S. Grand Ave in downtown LA, and all are encouraged to join the action to help stop the Kochs.</p>

	Sacramento Workers Join Early Morning Protest to Close &ldquo;Walmart Loophole&rdquo;</h1>
<p>
	<img align="right" border="2" height="196" hspace="4" src="http://act.aflcio.org/c/130/images/walmartloopholesacrally1.jpg" vspace="2" width="300" />This morning before dawn, dozens of workers gathered outside Walmart in West Sacramento to spread the word to shoppers about a loophole in the Affordable Care Act that Walmart and other corporate giants are exploiting to get out of paying their fair share for workers&rsquo; health care. They carried signs that read &ldquo;Protect Taxpayers- Close the Walmart Loophole&rdquo; and delivered an invoice to the store&rsquo;s manager that detailed how Walmart&rsquo;s practice of dumping workers onto Medi-Cal is costing taxpayers $32 million annually.&nbsp;</p>

	&ldquo;Walmart is the most profitable company in the United State of America, with $444 billion in revenue last year alone,&rdquo; California Labor Federation&rsquo;s Steve Smith said at the early morning action. &ldquo;Their CEO makes $28 million a year, and yet they&rsquo;re pushing their own workers onto Medi-Cal and onto taxpayers.&rdquo;</p>

	Tomorrow: Help &ldquo;Stamp Out Hunger&rdquo; With National Association of Letter Carriers</h1>

	Saturday, May 11th is the 21st annual &ldquo;Stamp Out Hunger&rdquo; food drive, the largest one-day food drive in the United States. Spearheaded by the National Association of Letter Carriers, &ldquo;Stamp Out Hunger&rdquo; is the largest one-day food drive in the United States. Last year, the letter carriers collected more than 70 million pounds of food items, and this year they hope the exceed last year&rsquo;s collection.</p>

	UC Hospital Workers Vote to Authorize Strike</h1>
<p>
	Concerned about the quality of patient care and fair treatment on the job, University of California Patient Care Technical Workers &mdash; members of AFSCME Local 3299 &mdash; overwhelmingly voted this week to go on strike. The decision came after ten months of negotiations with management yielded no acknowledgment from UC Executives of the problems affecting the UC hospital system which were documented in a whistleblower report released by UC patient care workers back in March.</p>

	&ldquo;Our members take pride in their work, love the UC and stand united behind the principles of safe staffing and basic fairness for which we have bargained in good faith for almost a year,&rdquo; said AFSCME 3299 President Kathryn Lybarger. &ldquo;This was a vote for our patients, our students and our families. And it was a resounding rejection of the UC&rsquo;s misguided priorities---chronic understaffing, reckless cost-cutting, skyrocketing management payroll, and exorbitant seven figure pensions for top executives.&rdquo;</p>

	First-in-the-nation legislation aims to stop corporate giants from dumping health care costs on taxpayers</h2>

	SACRAMENTO, CA &ndash; A new coalition of health care advocates, doctors, nurses and workers today announced that they will unite to make California the nation&rsquo;s leader in protecting taxpayers by closing the &ldquo;Walmart loophole&rdquo; that encourages large, profitable companies to shift their health care costs onto state taxpayers.</p>
<p>
	<span style="font-size: 12px; line-height: 17px;">&ldquo;When big companies use the Walmart loophole to force workers onto Medi-Cal, taxpayers pick up the tab,&rdquo; said Art Pulaski, Executive Secretary-Treasurer of the California Labor Federation. &ldquo;Today we are putting legislators on notice that it&rsquo;s time to hold big corporations accountable to pay their fair share for health care like the rest of us.&rdquo;</span></p>
<p>
	<span style="font-size: 12px; line-height: 17px;">On Thursday, members of the new &ldquo;Fair Share Health Care Coalition&rdquo; -- including the California Labor Federation, the California Medical Association, United Food and Commercial Workers, and health care advocates -- said they would join forces to pass AB 880 (Gomez) to close the Walmart loophole. Beginning tomorrow, the coalition will launch a statewide tour to draw attention to the escalating costs that taxpayers will face if Walmart and other companies keep dumping workers onto Medi-Cal, and to build support for the legislation that would make California the first in the nation to hold corporations accountable for paying their fair share for health care.</span></p>
<p>
	<span style="font-size: 12px; line-height: 17px;">The Los Angeles Times, The American Prospect, and Huffington Post have each profiled the ways that large employers plan to circumvent their responsibilities under the Affordable Care Act by shifting their costs onto state taxpayers. By cutting hours and wages so low that workers qualify for care through Medi-Cal, these profitable companies plan to dodge federal penalties they would pay if workers earned enough to enroll in state health care exchanges.</span></p>
<p>
	<span style="font-size: 12px; line-height: 17px;">New research from UC Berkeley shows that if California doesn&rsquo;t act now, nearly 400,000 low-wage workers -- especially those in the retail and restaurant industries -- will be on Medi-Cal by 2019, with California taxpayers picking up the tab.</span></p>
<p>
	<span style="font-size: 12px; line-height: 17px;">&ldquo;AB 880 is a responsible solution that protects taxpayers when companies like Walmart dump their workers onto Medi-Cal,&rdquo; said Assemblymember Jimmy Gomez. &ldquo;This is common sense legislation that holds the biggest, most profitable companies accountable while exempting small and mid-sized businesses from new penalties.&rdquo;</span></p>
<p>
	<span style="font-size: 12px; line-height: 17px;">AB 880 is the first legislation in the country to tackle the growing problem of large employers attempting to push workers onto taxpayer-funded programs in an effort to avoid paying for ACA-mandated health care.</span></p>
<p>
	<span style="font-size: 12px; line-height: 17px;">AB 880 closes the Walmart loophole in the ACA by requiring companies with 500 or more employees to pay a penalty for each worker that is on Medi-Cal. The fee is equal to the cost of a commercial health plan that a large employer would provide to employees. The fee will be pro-rated for the number of hours worked by employees enrolled in Medi-Cal.</span></p>
<p>
	<span style="font-size: 12px; line-height: 17px;">Revenues from the penalty will be used to pay for the non-federal state share of the Medi-Cal program, to increase reimbursement rates for providers to care for Medi-Cal recipients and to shore up the state&rsquo;s safety net.</span></p>
<p>
	<span style="font-size: 12px; line-height: 17px;">&ldquo;This bill encourages employer-based coverage for low-wage workers, prevents very large employers from shifting their health costs onto taxpayer-funded programs, and helps raise funds to improve Medi-Cal,&rdquo; added Anthony Wright, Executive Director of Health Access California. &ldquo;This legislation improves upon the Affordable Care Act to further encourage that part-time and low-wage workers get on-the-job benefits. This builds on the tradition of health reforms that have worked in Hawaii, Massachusetts, and San Francisco.&rdquo;</span></p>
<p>
	&ldquo;Already, California taxpayers are footing the bill for more than $32 million in health care costs that Walmart has dumped on us. 	More Than 10,000 Californians Hit the Streets for Immigration Reform on May Day</h1>

The rallies and marches all carried the same message: NOW is the time to pass immigration reform that includes a roadmap to citizenship and vital protections for immigrant workers.<br />

	New Report: Taxpayers Pay the Price When Corporate Giants Dump Workers onto Medi-Cal</h1>
<p>
	According to a new report from the UC Berkeley Center for Labor Research, as many as 380,000 workers employed by Walmart and other big corporations will end up on the taxpayer-funded Medi-Cal program by 2019. Under the Affordable Care Act, these corporations are supposed to pay a penalty for pushing workers onto the Public Health Exchange, but Walmart and other greedy corporations have found a way to get around this requirement by keeping wages and hours so low that their workers are eligible for Medi-Cal. The report bolsters the case for AB 880, a new bill that would close this &ldquo;Walmart Loophole&rdquo; and ensure big corporations pay their fair share when they dump workers onto Medi-Cal.<br />

	SACRAMENTO, CA &ndash; As the Assembly Health Committee prepares today to consider legislation that would discourage the state&rsquo;s most profitable corporations from dumping their health care costs onto taxpayers, a new report from UC Berkeley researchers says without AB 880, the number of workers dumped onto taxpayer funded Medi-Cal could reach 380,000 by 2019.</p>
<p>
	A new coalition that includes doctors, nurses, health care experts and working families pointed to the report as more evidence that California must take action to stop corporate giants like Walmart and Darden restaurants (parent company of Olive Garden, Red Lobster, and other chains) from circumventing their responsibilities under the Affordable Care Act (ACA). &nbsp;&nbsp;</p>
<p>
	&ldquo;Already more than a quarter million California workers in big corporations are paid so little they end up on taxpayer-funded Medi-Cal, and today&rsquo;s new report shows taxpayers could be forced to pay the tab for hundreds of thousands more,&rdquo; said Art Pulaski, Executive Secretary Treasurer of the California Labor Federation. &ldquo;Profitable corporations that avoid their responsibilities to pay for health care must be held accountable. AB 880 ensures huge companies pay their fair share like the rest of us.&rdquo;</p>
<p>
	The new UC Berkeley research unveiled this morning shows how corporate giants can avoid ACA penalties by cutting worker hours or wages so low, employees qualify for Medi-Cal, the state&rsquo;s health care program for the poor, elderly or disabled. &nbsp;Without AB 880, by 2019 as many as 380,000 low-wage workers, especially those in the retail and restaurant industries, could be dumped onto Medi-Cal, with California taxpayers picking up the tab.</p>
<p>
	&ldquo;AB 880 improves access to quality health care by making sure giant corporations contribute their fair share of health care costs,&rdquo; said Anthony Wright, Executive Director of Health Access California. &nbsp;&ldquo;AB 880 protects taxpayers, ensuring penalty dollars would go into a special fund that can only be used for Medi-Cal, increasing access to quality health care for millions of low-income Californians.&rdquo;</p>
<p>
	Central to the Affordable Care Act is the idea of shared responsibility -- that employees, employers, and government all contribute to stable, affordable health care system for all. &nbsp;&nbsp;Individual and employer penalties encourage every sector to do their part. But Walmart and other low-wage employers plan to flout the law -- driving wages and hours so low workers qualify for Medi-Cal, they can avoid penalties they&#39;d pay if the workers earned enough to seek health care through the state healthcare exchange, Covered California.</p>
<p>
	AB 880 (Gomez) would protect California taxpayers by requiring large employers to pay their fair share of the costs of healthcare when they dump workers onto Medi-Cal by cutting hours or wages. &nbsp;Small and mid-size businesses would be exempt.</p>
<p>
	&ldquo;Walmart pays its executives millions each year, and there is no reason it should get away with shifting its costs onto taxpayers,&rdquo; said Jim Araby, Executive Director of the United Food and Commercial Workers. &ldquo;AB 880 protects taxpayers and small businesses by making sure corporate giants do their part so everyone can access health care.&rdquo;</p>

	Walmart-Contracted Warehouse Worker Fired for Speaking Out</h1>

	Yesterday, Javier Rodriquez, a forklift operator at a Walmart-subcontracted warehouse in southern California, was fired after he spoke out against the dangerous and hazardous working conditions at the warehouse. &ldquo;I have been a target of management for a while. They watch everything I do, but it&rsquo;s not my nature to be silent or scared,&rdquo; Javier said.<br />

	Monday: Solidarity Concert to Support Locked Out Minnesota Musicians</h1>

	The musicians of the Minnesota Orchestra and St. Paul Chamber Orchestra have been locked out of work for nearly seven months, and in a show of solidarity, the musicians of the San Francisco Symphony, who recently secured their own new contract, will be playing a solidarity concert alongside some of the Minnesota symphony musicians.<br />

	Hundreds Descend on Sacramento to Support Labor&rsquo;s Legislative Agenda</h1>

	This week, more than 600 union activists and leaders came together in Sacramento for Labor&rsquo;s 2013 Joint Legislative Conference, where they learned about California Labor&rsquo;s top legislative priorities and issues for the year and lobbied their legislators directly in support of those bills.<br />

	Congress Introduces New Immigration Reform Legislation</h1>
<p>
	More than 11 million aspiring citizens will finally be on the road to citizenship under the terms of a commonsense immigration reform bill that was introduced in Congress this week. The complex bill is far from perfect, but it does detail a road map to citizenship for immigrant families and DREAMers, and it also gives immigrant workers the same workplace protections as all other workers, including minimum wage, workplace safety, anti-discrimination and whistle-blower protection.<br />

	&ldquo;The labor movement&rsquo;s role in the coming months is clear: continue to mobilize on behalf of not only an immigration reform bill, but a bill as compassionate and constructive as our country deserves,&rdquo; said AFL-CIO President Rich Trumka. &ldquo;And so we will dedicate presidential campaign style resources to ensuring that all workers have a place on the roadmap to citizenship, to reuniting families, and establishing long overdue worker protections.&rdquo;<br />

	Thursday: Tell Gap &amp; Walmart to End Sweatshop Death Traps</h1>

	<strong>Sacramento, CA</strong> &mdash; Hundreds of California working families rallied at the stae Capitol today to demand that legislators stand up for taxpayers by fixing the wasteful Enterprise Zone (EZ) tax break for mega-corporations like Walmart and McDonalds that fails to produce new jobs. &nbsp;&nbsp;Rally attendees called the EZ program and other unaccountable corporate tax giveaways the &ldquo;corporate gravy train.&rdquo; The workers and their unions back reforms that would put the EZ program and other special corporate tax carve-outs to the &ldquo;jobs test&rdquo; so taxpayers are sure the dollars invested in these programs create the jobs that are promised.</p>
<p>
	&ldquo;Taxpayers are sending $700 million per year straight into the pockets of corporate executives without seeing good jobs created in return,&rdquo; said Art Pulaski, Executive Secretary Treasurer of the California Labor Federation. &ldquo;It&rsquo;s time for serious reform of the wasteful enterprise zone program. Every single legislator in California needs to understand that either they&rsquo;re standing on the side of taxpayers who demand our money is spent wisely, or they&rsquo;re in the pockets of the special interest lobbyists and CEOs riding the corporate gravy train.&rdquo;</p>
<p>
	EZs were originally intended to create jobs in economically distressed areas but they have long since deviated from their purpose to become a tax giveaway to the largest corporations in the state.&nbsp; An overwhelming 61 percent of enterprise zone tax breaks were claimed by corporations with over $1 billion in assets, according to the Franchise Tax Board.</p>
<p>
	Each year, the state gives away $700 million in EZ tax credits to big, profitable corporations, but doesn&rsquo;t require that a single new job be produced for that investment of taxpayer dollars. &nbsp;Employers can get tax breaks for simply hiring an employee into an existing position, not growing a new job.&nbsp; &nbsp;To make matters worse, the program encourages unscrupulous companies to eliminate good jobs, pack up and move to another part of the state, and get a fat tax bonus for hiring workers at low wages.</p>
<p>
	The Public Policy Institute of California released a study in 2009 finding that Enterprise Zones have "no statistically significant effect on either employment levels or employment growth rates." In addition, the California Legislative Analyst&#39;s Office has issued several reports concluding that Enterprise Zones do not create jobs, finding the program is "expensive and not strongly effective."&nbsp;</p>
<p>
	"The Enterprise Program has evolved into a handout for large corporations without creating new jobs," said Sen. Jerry Hill (D &ndash; San Mateo). &nbsp;"In a survey conducted by the state, nearly half of businesses report that the EZ hiring credit "never" or "rarely" influenced their hiring decisions. &nbsp;The program has shifted away from its mission to help small businesses create jobs in underserved parts of the state and now nearly all of the tax credits (91 percent) are claimed by corporations with assets of $10 million or more. &nbsp;Corporations with less than $1 million in assets claimed only 1 percent of Enterprise Zone tax credits."</p>
<p>
	Hill has authored SB 434, legislation that would bring accountability and transparency to the EZ program.&nbsp; The California Labor Federation and a coalition of partners including the California Federation of Teachers, the Service Employees International Union - California, the American Federation of Federal, State, County and Municipal Employees, and Western Center on Law and Poverty, have come together to support SB 434&rsquo;s commonsense reforms to make the enterprise zone program transparent and accountable to taxpayers.&nbsp; These reforms will:</p>
<ul>
	<li>
		<strong>Expose which corporations are driving the train and where they money goes.&nbsp; </strong>The EZ program is a prime example of how corporate lobbyists can write secret tax giveaways into tax code and shield the identities of the companies taking our tax dollars. That&rsquo;s a recipe for fraud and abuse.&nbsp; SB 434 would create a public database of companies that get EZ tax breaks and how many jobs were created so the Legislature can evaluate performance.&nbsp;&nbsp;</li>
	<li>
		<strong>Put the brakes on waste. </strong>Under the SB 434, employers could only claim a credit for net new job creation in the state, ending the wasteful boondoggle that allowed companies to get fat breaks without creating good jobs.</li>
	<li>
		<strong>Reward companies that create good jobs.</strong> SB 434&rsquo;s reforms include wage standards that will ensure that taxpayer dollars are directed to the creation of middle-class jobs instead of instead of rewarding low-wage corporations like Wal-Mart.</li>
</ul>
<p>
	Pulaski remarked that the effort to reform the Enterprise Zone program is part of a larger, long-term effort on the part of workers and their unions to fix the tax code so that it reflects the interests of middle-class Californians, not the special interests of corporate CEOs and their lobbyists.</p>
<p>
	&ldquo;Our campaign has a simple principle: Every single corporate tax break must be put to the jobs test. Either these tax breaks create good jobs, or we reform or eliminate them,&rdquo; he said. &nbsp;&ldquo;Big corporations have had a free ride on our dime for too long. It&rsquo;s time to derail the corporate gravy train.&rdquo;</p>

	Marquez Brothers Fires Worker In Retaliation For Attending Hearing on Employer Misconduct</h1>

	Last month, several brave workers who are employed at the Marquez Brothers cheese facility in Hanford travelled to Sacramento to attend a legislative hearing about their employer&rsquo;s widespread workplace intimidation and misconduct. Upon returning from the hearing, the workers were intimidated and harassed by the management, and ultimately one brave worker was fired.<br />

	In response to the firing, Assembly Labor and Employment Committee Chair Roger Hernandez announced he would be launching an investigation of Marquez Brothers. "It is inexcusable for any employer to mistreat their employees for participating in our Democratic system," Assemblymember Hernandez said. 	Sen. Jerry Hill Introduces Legislation to Fix Enterprise Zone Corporate Tax Giveaway</h1>
<p>
	California&rsquo;s Enterprise Zone (EZ) corporate tax break program was designed, in theory, to create new jobs. But in practice, corporations are exploiting the program to enrich themselves instead. The EZ program, which incentivizes companies to close up shop, fire all their workers and relocate to another part of the state, is costing our state $700 million a year, and has resulted in few, if any, net new jobs created.<br />
	<br />
	Last week, Sen. Jerry Hill unveiled new legislation that would finally address the major flaws and worst abuses of the EZ program. SB 434 would require employers to create net new jobs with good wages and benefits in order to be eligible for the tax credit. The bill would also eliminate retroactive vouchers so businesses can&rsquo;t collect the credit on workers they hired or fired years ago, and would ensure transparency so the public knows which companies are collecting the credits.<br />

	Wednesday: Nationwide Day of Action to Support Comprehensive Immigration Reform</h1>

	<img align="right" border="2" height="164" hspace="4" src="http://act.aflcio.org/c/130/images/immigrationreform2.jpg" width="270" />New immigration reform legislation is expected to be introduced in Congress as soon as next week, and on Wednesday, April 10th, tens of thousands of union members, immigrants, supporters, faith leaders and community advocates will be joining a nationwide Day of Action to support fair and just immigration reform.<br />

	While thousands rally at the Capitol Building in Washington DC, thousands more will be taking action in their own communities from coast to coast. Show your support for 11 million aspiring citizens by coming out to an event near you:<br />

	Join the Hunger Strike to Support Hilton Mission Valley Workers</h1>
<p>
	When Evolution Hospitality took over management of the Hilton Mission Valley later last month, the company immediately subjected the hotel workers to the broken E-Verify program. Several workers have been notified that their Social Security numbers did not check out with E-Verify, and nine of them now face deadlines of Monday or Tuesday to have their employment situation decided.<br />
	<br />
	In solidarity with these workers, the San Diego-Imperial Central Labor Council is holding a 5-day hunger strike at the Hilton, beginning today through Tuesday, with an ongoing schedule of events, activities and special guests. All are encouraged to come out at any time during the hunger strike to support the workers in their fight for justice.&nbsp;</p>

	Saturday: Support Walmart Workers in the East Bay</h1>
<p>
	Following the Walmart Black Friday strike in November of 2012, Walmart workers across the country have been taking action to &ldquo;Stand Up and Live Better,&rdquo; but the company is still trying to silence their voices.<br />

	This weekend, send a big "Thank You" message to Walmart workers for the hard work they do that often goes unappreciated by joining the action on Saturday, April 6th at 2pm at Bay Fair BART Station in San Leandro.<br />
