Issues and Legislation
The Labor Movement has a plan to invest in California’s future. For the first time in over five years, California is no longer running a deficit. But we can’t grow our economy unless every corporate tax break is put through the jobs test. If tax giveaways don’t create jobs, we should reform or eliminate them.
This is the year to move forward and build the California we believe in, with good jobs, strong communities, and a vibrant economy.
Middle Class Bill of Rights
Even though we are paying out fair share in taxes, working families are getting less in return and bearing the brunt of the state’s drastic budget cuts. The Middle Class Bill of Rights clearly defines our demands as the people of this state to protect and promote responsible stewardship of our public dollars so that we can return California to a first-class place to live, work and raise a family.
American Recovery and Reinvestment Act Resources

2010 Budget
California’s economy is sputtering, unemployment is at an all-time high and home foreclosures are still on the rise. Yet Governor Schwarzenegger chose to increase the misery index in order to bridge the current $6 billion shortfall and the $12.3 billion shortfall for 2010-2011. He introduced an $82.9 billion state budget on January 8, 2010 that cuts $8.5 billion in spending for health and human services and salary reductions for state workers. The rest of the budget is made up of alternative funding, fund shifts and appeals for more federal monies, which, if not received, will trigger more cuts. No new tax revenues were proposed by the Governor.
Layoffs
Losing a job means much more than just the loss of a paycheck. It can put your car, health care, and even your house on the line. While losing a job will inevitably be difficult, there are resources available to help make the transition a little easier. Unemployment Insurance
The California Legislature this year approved two bills to take advantage of additional federal aid to boost the state’s unemployment insurance system and provide much-needed relief to millions of jobless workers.
Car Wash Registry
With more than 1,600 establishments and 22,000 employees, car washing in California is big business. Unfortunately, carwash employers routinely violate basic labor laws leading to unsafe and unhealthy workplaces for workers and the communities they serve.
Commission on the 21st Century Economy
The Commission on the 21st Century Economy, a panel formed by Executive Order of the Governor, is charged with making sweeping changes to the state’s tax code. The proposals floated by the Commission include massive tax cuts for the rich that would be made up by shifting the burden of taxation on to the middle class.
Help for Unions Facing Layoffs
Have you recieved a WARN Notice that workers in your union will be laid-off? In most cases of substantial layoff, federal and California laws - the WARN acts - require that employers give advance notice to their employees that a major layoff is imminent and that their jobs will be affected.
